Climate change: UN calls for radical changes to stem warming
A review of action on climate since the Paris agreement calls for an end to fossil fuels without carbon capture.

* The parts that I do not understand are underlined
Tackling climate change needs a rapid transformation of the way our world works, travels, eats and uses energy, accroding to an important UN review.
# Tackle = 처리하다, 대응하다 = Address, confront, deal with, manage, handle
This is the first 'global stocktake' to examine the efforts of countries to reduce planet-warming emissions since the Paris agreement was signed in 2015.
While progress has been made, efforts now need to be massively scaled up.
The report calls for 'radical decarbonisation' with a fast phase out of fossil fuels without carbon capture.
# phase out = 점진적으로 중단하거나, 철저히 없애다 = elimination of, reduction in, withdrawal from, discontinuation of
# Carbon capture = the process of trapping and storing carbon dioxide emissions from industries to prevent them from being released into the atmosphere, thereby mitigating climate change.
Burning fossil fuels like oil, gas, and coal to generate electricity emits carbon dioxide, which is the main driver of climate change. Carbon capture in industrial processes and power station stops most of the CO2 produced from being released, and either reuses it or stores it underground.
ex) I have a dog, which is a golden retriever. / She bought a car, which was very expensive.
I have a dog which is a golden retriever. / She bought a car which was very expensive.
# either reuses it or stores it underground = 해당 행위들은 멈추자는 게 아니다. reuse 되거나 stores 될 수 있다고 얘기해주는 것
Renewable energy also needs significant expansion while deforestation needs to be halted and reversed by 2030.
ex) She likes to read while he prefers watching TV. / I am studying for my exam ,while sister is playing video games.
- 두 가지가 동시에 발생하는 상황은 '~하는 동안'. ex) I listen to music while I work.
- 두 가지 상황이나 조건 사이의 대조를 나타낼 떄는 '반면에' ex) She likes to read while he prefers watching TV
The Stocktake report will be considered by polical learders and will be central to global climate talks in Dubai later this year.
Over the course of the past two years, the UN has set out to review the promises made by countries who signed the Paris agreement in 2015. At the meeting eight years ago, countries agreed to keep the amount of warming since the industrial revolution well below 2C and make efforts to keep it under 1.5C.
# set out = (어떤 일을 시작하거나 목표를 달성하기 위해) 시작하다, 착수하다 = begin, start, embark on, commence
# make efforts to keep it under 1.5C = century가 아니라 degree 임.
The report examines their efforts to cut carbon, to adapt to climate change and how they have mobilised finance and technology to help poorer nations deal with the problem.
# examine = inspect, review, study, analyze, investigate
# , to adapt to climate change = their efforts to adapt ~ 로 연결되는 문장
- how they mobilised = their effort how they mobilised 임 그니까 to cut carborn, to adapt to climate change, and how they mobilised ~ 로 3개
- 'Mobilise' and 'employ' share similar concepts, but they differ in usage and nuance.
"Mobilise" refers to the act of marshalling or activating resources, people, technology etc. for a specific goal. This word is often used in the context of large-scale organized efforts or actions and emphasizes the proper organization and utilization of necessary resources to achieve a certain objective.
On the other hand, "employ" is generally used in the sense of 'to use', as in using a tool, method, technology etc. for a certain purpose or task.
Therefore, there is a subtle difference between "mobilise finance and technology" and "employ finance and technology". The former implies actively utilizing finance and technology on a large scale to solve problems while the latter has a more general meaning of using finance and technology for problem-solving.
